Open Access—What Are the Economic Benefits? A Comparison of the United Kingdom, Netherlands and Denmark

"[...] Analysis focuses on comparing three alternative models for scholarly publishing, namely: subscription publishing, open access publishing and self-archiving. To ensure that meaningful comparisons could be made, the self-archiving models explored include the peer review, certification and quality control functions necessary for formal scholarly publishing.
We estimate that in an open access world:
• Open access or ‘author-pays’ publishing for journal articles (i.e. ‘Gold OA’) might bring net system savings of around EUR 70 million per annum nationally in Denmark, EUR 133 million in the Netherlands and EUR 480 million in the UK (at 2007 prices and levels of publishing activity);
• Open access self-archiving without subscription cancellations (i.e. ‘Green OA’) might save around EUR 30 million per annum nationally for Denmark in a worldwide ‘Green OA’ system, EUR 50 million in the Netherlands and EUR 125 million in the UK; and
• The open access self-archiving with overlay services model explored is necessarily more speculative, but a repositories and overlay services model may well produce similar cost savings to open access publishing.
The cost-benefits of the open access or ‘author-pays’ publishing model are very similar across the three countries. In terms of estimated cost-benefits over a transitional period of 20 years, open access publishing all articles produced in universities in 2007 would have produced benefits of around 2 to 3 times the costs in all cases, but showed benefits of 5 to 6 times costs in the simulated alternative ‘steady state’ model for unilateral national open access, and benefits of around 7 times the costs in an open access world. RBE no olhar do Norte

QUE VIVA A BIBLIOTECA ESCOLAR!

FINALMENTE... “nasceram” [institucionalmente] as bibliotecas escolares! A mãe é a PORTARIA há dias conhecida [V. aqui] que institui a Biblioteca Escolar como o centro nevrálgico da aprendizagem e da escola.

Parabéns ao Ministério da Educação que, só ao fim de treze anos, teve a literacia suficiente para assumir a necessidade daquilo que os Professores bibliotecários têm defendido apaixonadamente ao longo desses anos, com empenho e dedicação muitas vezes incompreendidos.

Apesar de ser um passo decisivo na caminhada para um melhor ensino-aprendizagem, poderão, no futuro, ser problemáticos os efeitos da execução desta portaria, se não forem acautelados alguns aspectos que ficaram esquecidos. Entre estes aspectos salientamos a ainda nula referência aos Auxiliares de Acção Educativa, dado o seu papel essencial na constituição das equipas para o funcionamento, manutenção e estabilidade dos serviços da Biblioteca Escolar.

Podemos, mesmo assim, comemorar os 13 anos da RBE com esta primeira e boa notícia:

GRANDE DIA PARA A COMUNIDADE DAS BIBLIOTECAS ESCOLARES PORTUGUESAS!

As instalações da FIL no Parque das Nações, em Lisbs, receberam no dia 26 de Junho o Forum RBE, da RBE Rede de Bibliotecas Escolares, hoje com mais de 2000 bibliotecas escolares, e que começou há 13 anos em 1996, coordenada desde o seu início por Maria Teresa Calçada, que abriu o Forum com uma intervenção estimulante.

Um espaço amplo, no interior de um dos edifícios emblemáticos da EXPO'98, belamente decorado com imagens impressas em grandes dimensões, e imagens e sons (3 écrans gigantes), de e sobre as bibliotecas escolares portuguesas, acolheu cerca de 1500 participantes, incluindo professores bibliotecários, bibliotecários de leitura pública, directores de escolas, e outros elementos das equipas responsáveis pelas bibliotecas, revelando grande interesse nas comunicações e um sentimento de alegria.

A alegria dos participantes, embora discreta à boa maneira portuguesa, percebia-se nos rostos, e era bem compreensível, pois na semana passada o Ministério criara lugares em todas as escolas para professores bibliotecários (um ou mais profissionais por cada escola ou agrupamento de escolas, estimando-se em cerca de 1500 lugares, em todo o país - com excepção da Madeira e dos Açores, onde os Governos Regionais legislam com autonomia), reconhecendo o valor das equipas das bibliotecas escolares, e criando ainda 70 lugares para Coordenadores Intermunicipais da Rede de Bibliotecas Escolares (professores bibliotecários especialistas, que trabalham com as escolas e outras parcerias locais RBE, em especial com as Bibliotecas Municipais e de Leitura Pública). Os professores colocados nestas vagas deverão iniciar funções nos novos lugares já a partir de Setembro de 2009, por um período de 4 anos, renovável.

É de sublinhar a presença da Ministra da Educação, Maria de Lurdes Rodrigues, que falou na sessão de abertura, e de outros decisores políticos relacionados com o crescimento e o nascimento da Rede, como Marçal Grilo, ministro em 1996, e que também usou da palavra.

Depois de uma mesa redonda sobre o presente e o futuro das bibliotecas escolares, incluindo 5 vozes distintas - Carlos Pinheiro, professor coordenador de uma biblioteca escolar em Sintra, Elsa Conde, coordenadora intermunicipal vinda do Sul, Vera Silva, bibliotecária municipal do Seixal, Manuela Barreto Nunes, professora universitária e investigadora, vinda do Norte, e Ana Bela Martins, membro do Gabinete Coordenador da Rede, o almoço permitiu conviver e trocar ideias.

À tarde, António Firmino da Costa (professor do ISCTE especialista em avaliação, que também coordenou estudos sobre Literacia) apresentou as conclusões da avaliação externa em desenvolvimento sobre a RBE. Definindo 2009 como o início de uma nova fase para a Rede, para o papel essencial nas aprendizagens das bibliotecas escolares e dos seus profissionais, destacou 3 factores do sucesso da RBE:

1. a visão de 1996, que mantém actualidade;

2. a liderança, incluindo a acção determinante de Teresa Calçada ao longo dos 13 anos

3. o suporte político-insititucional, indispensável, incluindo investimento financeiro (40 milhões de Euros em 13 anos)

Seguiam-se-lhe José Luís Ramos, professor da Univ, de Évora, sobre o Plano Tecnológico da Educação, e Isabel Alçada, Comissária do PNL Plano Nacional de Leitura, e que coordenou o grupo que produziu em 1996 um Relatório oficial com recomendações para a criação do Programa, e uma comunicação de grande interesse sobre As práticas de leitura dos nativos digitais, por Daniel Cassany, da Universidade Pompeu Fabra, em Barcelona. Por fim, a música preencheu todos, pelas vozes e instrumentos do Coro da Universidade de Lisboa.

WHAT A DAY FOR PORTUGUESE SCHOOL LIBRARIES COMMUNITY!

FIL / Lisbon International Fair Exhibitions facilities (Parque das Nações, Lisbon) received during June 26th the RBE’s Forum, on Portuguese School Libraries Network, RBE, now with over 2000 school libraries, started 13 years ago (1996), and coordinated since the beginning by Maria Teresa Calçada, who opened the Forum with a simulating speech.

A large space, inside one of the emblematic buildings of 1998’s EXPO, beautifully decorated with images, large printed, and images & sounds (3 big screens), from and about Portuguese school libraries, filled with about 1500 participants, including teacher librarians, public librarians, school principals, and other school libraries staff members, showing a strong interest on presentations and a feeling of joy.

Participant’s joy, even in a Portuguese discreet way, was sensible on everyone’s faces, and it is quite understandable, for last week the Ministry created places in all schools for teacher librarians (one to 4 professionals by school, estimated on 1500 all over Portugal – except Madeira e Azores, where there are Regional Governments with specific laws on Schools), recognising the value of SL teams, and creating also 70 places for Network Intermunicipal Coordinators (expert teacher librarians working with schools and other SLN local partnerships, specially with Public Libraries). These new working positions are expected to start now (September 2009), in a 4 years working stability periods for those in such positions, renewable in the future.

It was rather important the presence of Education Minister, Maria Lourdes Rodrigues (speaking in the Opening Session), as well as many political decisors connected with the Network birth and growing: Marçal Grilo, Education Minister back in 1996, presently administrator of Gulbenkian Foundation, was one of the speakers.

After a rich Panel on today’s and tomorrow’s School Libraries, including 5 “SL actors” (Carlos Pinheiro, teacher librarian running a school library, Elsa Conde, SL Network inter-municipal coordinator from the South, Vera Silva, public librarian director of a large Municipal Library near Lisbon, Manuela Barreto Nunes, university teacher and researcher, from the North, and Ana Bela Martins, member of National Network Coordination Cabinet), lunch was a pleasant moment for sharing ideas and laughs.

Afternoon started with Professor António Firmino da Costa (a specialist from ISCTE, expert on evaluation, he directed also some Literacy Surveys) presented conclusions on external evaluation of the SL Network, which he is been conducting since 2006. Defining 2009 as the beginning of a new and challenging stage for SL Network, school libraries and their professionals nuclear role for learning, he argues on 3 main factors for SLN success evidences:

1. 1996’s vision, which keeps actuality in 2009,

2. leadership (including essential role of Teresa Calçada, all through SLN development), and

3. political/institutional support, including government’s financial effort (total: 40 million Euros, during 13 years).

Later, participants followed very attentively presentations on National Educational Technological Program, PTE, Professor José Luís Ramos (researcher from Évora University) from National Reading Plan, PNL Comissária (Isabel Alçada, who also directed the group who produced the 1996’s official report and recommendations on School Libraries Program), and a precious speech on Reading Pratices of Digital Natives, by Professor Daniel Cassany (Pompeu Fabra University/Barcelona, Spain). Finally, music filled our souls, provided by Lisbon University Chorus.
